13. If an aircraft is involved in an accident which results in substantial damage to the aircraft, the nearest NTSB field office should be notified

Under 14 CFR Part 830, which is actually within the jurisdiction of the NTSB rather than the FAA, the regulations require that the nearest NTSB field office be notified immediately if an aircraft is involved in an accident resulting in substantial damage.
