Just a quick correction — the TAF shows overcast at 2,000 feet (OVC020) between 2200Z and 2400Z, not 200 feet. The PROB40 OVC008CB is for 0600Z-0606Z, which is after 2400Z. So the correct answer is the one with overcast at 2,000 feet.

When we look at this sign, we are on the taxiway and about to enter a runway zone. If the image was upside down, from the cockpit view, it would be from the runway about to clear.
